Leaving that aside and using the stronger example of superior Russian air strength: Ukraine has pretty mobile anti-aircraft shit whose location is only revealed when it fires or is looking for targets. After it shoots it's moved. And NATO is feeding them the target information so they don't have to turn on for that. |
