Having been an expat I can vouch for the profligate, high-spending expat. For many expats money is ephemeral. It comes in easily, it goes out easily. And even BKK has its expensive "prestige" apartments and a lot of the food budget is probably spent at fancy rooftop bars.
I'll say the one thing that does surprise me is that it's only a one-bedroom, especially in a lower cost city compared to Hong Kong or Dubai or Singapore. If he works from home wouldn't he want a second bedroom for a home office? A clear sign to family back home that visitors are not welcome.
I did a quick google search and $2700 for a 1-bed in BKK is tippity top of the market, you're only spending that much to show off. Most of the luxury 1-beds in fully serviced luxury hotel towers seem to be around 1600 a month. Although I'm sure there's fudging numbers for clickbait involved.

He can afford it, but he's also not a finance bro on a fancy package with housing paid for by the employer. Surprised he isn't keeping an eye on the rainy days of the future. He's been out of the US for 14 years as an independent consultant, which means no 401k, no social security contributions, no real benefits, nothing, nada, zip. He still has to pay some taxes on his income. Based on the expenditures he describes, he's not really putting away that much money for the future. And it will catch up. And he's already 41.
Then again, perhaps he has client bonuses and is a savvy investor and there's a few million in the bank already.
His Filipina girlfriend is surely secretly planning a surprise pregnancy....

Policies vary from country to country due to local tax rules but in general a self-employed consultant living overseas is utilizing the foreign earned income exclusion, which once utilized, limits your ability to use any other pre-tax savings or deductibles. He probably has some dummy company set up in Thailand for the visas and is technically employed bit it.
Based on the countries he's lived in, he's gone for tax-free or low tax havens with no tax treaties with the US that allows people to pay towards the local version of social security and have it count towards your US social security balance (expats in Europe can do this).
