For starters it's pretty clear that by DOJ they mean FBI, since main justice would never soil itself with this shitshow. Second of all they will only use the present tense to describe this investigation. They won't say that the investigation was ongoing before Trump revealed the secret raid. It's clear FBI just initiated an Espionage Act investigation within the last 48 hours so that they could claim Trump "is" being investigated for that.

No other government agency would talk this retarded about matters of criminal law and criminal procedure. This is all FBI.
