Cheap basic white rice is generally fortified with some nutrients. You lose that stuff if you rinse it. On the bag I have here, it says right on the bag "To retain vitamins, do rinse before or drain after cooking."
I do often add a dab of chicken base, partly to prevent the rice from getting too sticky |

The amount of arsenic depends heavily on the environment in which it was grown. White rice grown in the US South is higher in arsenic than brown rice from California.
