Demend for private will go up, will take years for new schools to launch -- ie supply is inelastic. Price will go up.

No - that's not the case at all.
In the long term, the number of private schools is largely going to be dictated by the profitability of having a private school. New privates will open up and the "profit" from the extra $8,000 will eventually be eaten up and things will go back to zero.
In the short term, this may be true to some extent but there are a lot of limiting factors (i) no schools can just raise tuition for $8,000 with out getting some flack and (ii) the supply of private schools isn't as inelastic as you think - a lot of these schools can just hire more teachers, increase class sizes, etc - you don't necessarily have to build an entirely new school right away.
You also have to consider that sometimes this stuff is hard to predict. When the Biden admin gave $7,500 to EV purchases it was dumb as hell given that in that case demand really outstripped supply - and to your point, Ford and others just jacked up their price by $7,500 - but because they excluded Tesla, Tesla went rogue and lowered their prices and everyone had to lower their prices.

the elites arent going to send their kid to new shitty privates. won't there still be demand around the existing "good: ones?

i agree on ii) but i think they can easily do i) in 2-3 yrs. if they increase their financial aid for the kids who cant afford it, they can justify it.
