In practice, there's no meaningful difference between being under arrest and being detained. Often, detentions are de facto arrests, i.e., you're in handcuffs sitting in the back of a police car while the cops get their story straight.
Formally, a detention occurs when someone's temporarily held against their will due to specific, articulable facts that the person is engaged in criminal activity, and the detention shouldn't last longer than necessary to resolve the officer's suspicions. Arrests are more extreme detentions, e.g., longer in time & more substantial in deprivation of liberty. Consequently, arrests require probable cause, i.e., a reasonable belief that the arrestee has committed a crime.
