So **yes: Iran is probably the cleanest place in your particular ranking to draw a binary line**, provided the line means **“very-high-human-development versus everything below it.”** Calling everything from Iran to South Sudan equivalently “third world,” though, throws away an enormous amount of information.

But I would call this the **“developed/developing line” rather than literally the “third-world line.”** There are some obvious oddities if you use the latter phrase. China, Thailand, Mexico, Brazil, and Iran are vastly different from Haiti, Afghanistan, Niger, or South Sudan despite all falling below 0.800. HDI itself has four categories: **Very High ≥.800; High .700–.799; Medium .550–.699; Low <.550.** ([Human Development Reports][1])
In fact, if you want the terminology to correspond reasonably well to how people actually perceive these countries, I'd use **three bands**:

That produces intuitively sensible results. **Iran, China, Thailand, Mexico and Brazil** become *upper-tier developing/emerging countries*, while **India, Bangladesh, Iraq, Guatemala, Kenya, Nigeria, Pakistan, Ethiopia, etc.** sit considerably further down the development spectrum.
So **yes: Iran is probably the cleanest place in your particular ranking to draw a binary line**, provided the line means **“very-high-human-development versus everything below it.”** Calling everything from Iran to South Sudan equivalently “third world,” though, throws away an enormous amount of information.
