Agency "official," not employee. My first thought was that this came out of an EEO complaint, because people are always filing EEO complaints saying they "found a noose in the office" when it's something they knew damn well wasn't a noose. Like there are jobs where for safety reasons you have to teach people how to tie certain knots that can look like nooses, so that if someone does a demonstration for a trainee and leaves the demonstration rope there for him to see, the co-worker will say someone left a noose in the office, and there will be witnesses who to readily admit that a noose-like object was left in the office by a supervisor who does all the training, and the dood who reported the noose settles and buys a new car.

So at first I thought someone tried to play this trick at a CIA facility, like some faggot broom pusher who knew the game. But this says a CIA "official" reported it, which is preposterous af.

Sounds like they have allegation an agency employee left it, but it's unsupported by anything they consider"evidence." But if the agency "official" who found it alarming was also a witness to that happened, the agency would have evidence in the form of his testimony.

Here is what I think happened. Someone went apeshit with racism accusations in a very low level, low priority sector of the agency where everyone gets paid shit wages in the DC area (major problem right now). The people at that office didn't know how to contain it or document it properly to keep it under control, and probably got wrapped up in the drama because they felt personally offended by the accusations of racism. Eventually upper level management got a report about it, maybe directly from the employee saying "dey ain't listen to me down here." She (you know it was a woman) sees "noose" in the email and goes "Holy shit" and forwards it to some cop.
